The minutes of the January meeting were mailed to each member prior to the meeting.

A motion was made by Laura Lamb to approve the minutes
of the January, 2010 meeting, seconded by Wayne Fehd, and carried.

Davie Sue asked the board to refer to the January financial report. The previous balance 1-1-10 $30,287.85, Receipts $1,819.79, Debits $4,437.72 and balance as of 1-31-10 $27,669.92.

                A motion was made by Laura Lamb, seconded by Wayne Fehd,
                and carried, to approve the treasurer’s report as presented.

Education Outreach Committee – Lauren Preske, Chairperson
Members were asked to look over a copy of the position description in their packets. After some
discussion and questions from members to staff:

                Laura Lamb made a motion to hire an intern for the spring/summer
                of 2010 for a Maximum of $1600 plus mileage at $.40 a mile, seconded
                by Wayne Fehd and carried.

Members were made aware of the plat book contract from Rockford Map Publishers which specifies we would have to purchase 500 plat books at $20 each. Rockford Map Publishers are now concerned that they will have trouble selling ads in Vanderburgh County as they did the first time since another company sold ads without a contract. Members agreed it is not feasible for Vanderburgh Co. SWCD to purchase that many plat books up front. Another company has been contacted for a draft contract and copy of their plat book.

Members were made aware of an email from Elissa Bakke from USI that the Locust Creek Project by Dr. Summers and student entailed $125 more for supplies. Their hours ran over also but they are not to charging for those. The motion made at a previous board meeting for the project was $6,650. After some discussion:

                Laura Lamb made a motion to pay the entire bill $6,775,
                seconded by Wayne Fehd and carried.

Education Outreach Committee – Lauren Preske, Chairperson
Paul Bouseman, Associate Supervisor and Mesker Park Zoo Botanical Curator asked the board if they were interested in partnering with the zoo on a warm season grass project with signage to educate the public and cutting down on maintenance at the zoo. The board was interested and asked Paul to bring a proposal to the March board meeting.

Members were asked to refer to copies in their packet for the Leadership Conference Impacting Community. Two members might be interested in attending if their schedules permit.

                Laura Lamb made a motion to pay expenses to send two supervisors to
                Impacting Community Leadership Conference if their schedules permit,
                Seconded by Wayne Fehd and carried.

Members were asked to refer to copies in their packets of the Supervisor Staff Training in Washington Indiana on March 16th in the evening. Members will check their schedules and let Bonnie know.

Norma asked to attend a Navigating this Economy with Niche Marketing Sustainable Landscapes for Residential & Commercial Clients in Indy. After some discussion and questions:

                Laura Lamb made a motion to pay expenses (registration fee, hotel, mileage)
                for Norma to attend seminar in Indianapolis, seconded by Wayne Fehd and carried.

Norma passed a copy of her activity report for supervisors to view.

Members were asked to refer to a copy in their packets of a memo from Russell Lloyd, Jr. President
of the Vanderburgh County Council explaining that due to fiscal constraints the county council has
agreed to limit all travel requests to Vanderburgh County Office Holders and employees. At the present
time the county does not have funding to support paying for expenses for board members.

The district certificate of deposit is due to be renewed. Bonnie will call three banks for their rates and put
it in the one with the highest. She passed an email from Todd Austin, CPA State Board of Accounts
stating the law for certificates of deposit.

Wayne Fehd checked the petty cash and passed the report for members to look over and initial.

Supervisors discussed who was willing to serve as Chairman, Vice-Chairman and Secretary for 2010.
After some discussion:

                Laura Lamb made a motion for Davie Sue Litov to be Chairman,
                Dave Ellison-Vice-Chairman, Laura Lamb-Secretary
                seconded by Wayne Fehd and carried.

                Laura Lamb made a motion to name Bonnie Bittner Fiscal
                Officer for 2010 seconded by Wayne Fehd and carried.

The County Employee time sheets were passed for review and signature.

The March meeting will be March 23, 2010 at 7:00 p.m. in the Vanderburgh County SWCD conference room.

                Laura Lamb made a motion to adjourn at 9:15, seconded by
                Wayne Fehd and carried.
