Dave Ellison chaired the June board meeting. The minutes of the May meeting were mailed to each member prior to the meeting.

                A motion was made by Lauren Preske to approve the minutes of the
                May, 2006 meeting, seconded by Wayne Fehd, and carried.

Dave asked the Treasurer to read the May financial report, which showed a previous balance on 5-01-06 of $25,060.89, Receipts, $11,486.29, Debits $15.05 and balance as of 5-31-05 $36,532.13

                A motion was made by Lauren Preske, seconded by Wayne Fehd, and carried,
                to approve the treasurer’s report as presented.

Wayne Fehd reviewed the claims stating he recommends the claims be approved.

                and carried.

Natural Resource Committee – David Ellison, Chairperson
Bonnie reminded board and staff the Beckman Farm Tour will be held on August 5, 2006 from 8:00 a.m. to 12:00 p.m. Lunch will be served at 12:00 p.m. and the tour will close. Dave said anyone wanting directions should call Bonnie.

Norma thanked the board for allowing her to attend the Natural Resource Leadership Development Group at Eagle Creek in Indianapolis on Friday, June 16th. She took Judi Brown, Dubois SWCD to the meeting and was able to discuss Riverwatch, Rule 5 and other SWCD related topics during the trip.

The meeting focused on the interface between urban development pressures and natural resource protection including: environmental quality, sustainability issues, property rights, home values, multi-governmental jurisdictions, zoning ordinances and other governmental policies, economic development and quality of life. Dr Bill Hoover and Dr Janet Ayers welcomed everyone. Dr Ayers discussed the continuing growth of Natural Resource Leadership Development Institute. I brought back an application for their upcoming program. I would highly recommend this to anyone with an interest in natural resource issues. The training and the networking is excellent. Dr Hoover briefly presented a paper "Involvement of natural Resource Professionals in Land Use Planning and Plan Implementation".

Julie Crick, Purdue U grad student brought an outline of her thesis Conservation Design in Northern Indiana: Implementation and Motivations. John Ulmer, Eagle Creek committee and NRDLI graduate and Don Reitz, Hendricks Co Planner spoke on Uncertainty and Conflict: An Overview of the Complex Issues in the Eagle Creek Watershed. They were later joined by Sue Travel, Eagle Creek Advisory Board and addressed Complex Issues, Multiple Stakeholders, and Conflicting Approaches: Is Collaboration Feasible? This is an ongoing issue in the Hendricks, Boone and Marion County areas. The discussion was lively and informative. The issues were relevant to ongoing planning and development issues in Vanderburgh County. Eagle Creek located in Hendricks County is an important drinking water source for Marion County. The Eagle Creek Watershed Alliance received over 500,000 in 319 monies. The obvious conflicts between water rights, development, existing home owners and conservation efforts were presented. The importance and the problems with a comprehensive plan were discussed. Most plans are easily violated, lack essential elements including cost projections and elected officials do not often understand planning. Often infrastructure dictates land use instead of the opposite.

I spoke briefly with Andrew Pelloso, IDEM (TMDL) regarding our request. He indicated IDEM was looking forward to a collaborative effort with us. He did not expound on his expectations if any from SWCD. The next meeting will be sometime in the fall. The general topic of discussion will be complex, controversial natural resource issues in terms of the role of citizens, government and scientists.

Dave asked Norma to comment on her time at Project WILD & Project Learning Tree. I participated in the training sessions in Indianapolis on June 19th and 20th. Both were great learning experiences. I received the materials and now will be able to add this to our available programs. I did indicate I would be a facilitator. They indicated they would possibly come to Evansville and do the training in one day.

Preservation/Creation Natural Areas Committee – Lauren Preske, Chairperson
Lauren Preske reported she is working on revising the Clean Water Indiana Grant for Howell Wetland to submit by September 1st. She will bring a copy to the August board meeting for the board to review.

Paul Bouseman reported he is working on revising the Clean Water Indiana for Mesker Park Zoo. Bonnie told him if he wanted to meet with staff at some point call and she would set up a time.

Norma reported she and Darrell Rice met with Gail Riecken and Glenn Boberg of the Parks Department on the 12th. Our main topic of discussion was participating in a tour on the 14th for ORSANCO. Participants from several states are expected for their quarterly meeting. They were interested in best management practices that had been used in the Pigeon Creek Watershed. Secondary topic was partnering with the Parks Department to install rain gardens. They seemed very interested and suggested they would speak with the mayor and the parks advisory board. She hoped that we could do a power point soon. The tour was reduced in length by ORSANCO so we changed our role to a power point presentation when they returned from the tour. They visited the General Waste site, the Greenway at the Pagoda and the LST. Darrell Rice spoke about the farm program, Rob Brown spoke about CREP and I talked about Urban Erosion Control. Afterwards there was a lengthy question and comment session. Dave asked what the group thought of the Ohio River; is it better or worse. Norma said they thought it was better. Lauren asked where the process was on wanting to lower the standards. Norma said it is still in the process; they are still holding public meetings.

Gail Riecken was very interested in the Rain Gardens; Norma will be making a presentation to the Parks board.

Farmland Preservation – Wayne Fehd, Chairperson
Bonnie reported the next Smart Growth and Natural Resource Protection meeting will be on July 12, 2006 from 11:30 a.m. to 1:00 p.m. at Central Library in the Browning Room. Bring a brown bag lunch on your own. She said if anyone wanted copies of the minutes of the last two meeting let her know.

The Farmland Video from Robert McCormick assessment was tabled. Bonnie reported, as requested at the last board meeting, she contacted several people and at this time has a copy of the video on Farmland Protection being mailed to the office. This is a copy of the Video Conference held at the Extension Service on July 15, 2006 which was the same night as the Brine Tour.

Brownfield and Urban Land Use Committee – Les Nunn, Chairperson
Dave asked Norma to report on the Section 319 Grant Highland Pigeon Watershed Plan Implementation Meeting. Dave Elgin, Blair Borries, Darrell Rice, Holly McCutchan, Bonnie Bittner, Bonny Elifritz and I attended a meeting regarding the 319 grant application. Excellent discussion and planning resulted. A watershed tour was scheduled for June 21st at 11:00. The new forms were not out at this time. The importance of very specific projects outside the scope of the MS4s were discussed. After some discussion Bill Jeffers said the goals for MS4s in the city are very general in their plan and the counties plan is even more general. The grant is due September 1, 2006.

Norma reported Bonnie did some research for her on the cost of purchasing different combinations of components of EnviroScape which she presented at the May board meeting. She also told me Mr. Jeffers offered to ask John Stoll to pay for the EnviroScape since we are doing education for the County as part of the MS4s. We talked it over and think it would work out better if the district purchased it and would be responsible for keeping all the pieces together and that it is kept clean. Norma asked for a motion for $4063.25 to purchase the Enviroscape. Mr. Jeffers agreed that the district should purchase it with some of the money from reviewing the Erosion Control Plans.

                Lauren Preske made a motion to purchase the Enviroscape for
                $4063.25, seconded by Wayne Fehd and carried.

Norma said the estimated cost of a rain garden is $3-$15 a square foot, depending on whether you do the work or have it contracted. Several options and places have been expressed, but nothing has been decided. She will get back to the board when she has a more concrete plan in place.

District Operations Committee – Wayne Fehd, Chairperson
Bonnie reported she has the EVSC Link video on the SWCD website. www.vandswcd.org and then on the left side of the home page click on Bosse Students put district on TV and follow directions. Andrew Coil, the Bosse teacher in charge of the group who did the video, brought two DVDs by the office. Andy Miller, Director of the Indiana State Department of Ag asked Bonnie to mail two copies to him.

Bonnie asked Dave Ellison and Wayne Fehd to get in touch with her and Darrell to decide the Master Farmer for 2006.

Bonnie reported when she attended the District Employee Area Meeting, Ken Eck gave her the Clean Water Indiana Grant Recipient Award for Big Creek. She passed it for review.

Angel Mounds Tract 1 and Wesselman Nature Society Tract 0 were on the agenda for Signature by
supervisor.

Norma reported she attended Landfill Inspection Training in Pike County on Friday June 23. Doug Wolf, ISDA now IDEM provided the training to area SWCD personnel for landfill erosion inspection. I will probably be performing the inspection Friday. I do not know if I will be able to coordinate with IDEM. I will have to complete another inspection between July 1st and December 31st.

Wayne reported Petty Cash was in order and asked members to initial the report.

                Wayne Fehd made a motion to replenish petty cash for $44.37, seconded by
                Lauren Preske and carried.

Bonnie reported she had calls into two different people trying to find out why we haven’t received anything on renting a Fair Booth. The lady in charge of renting the booths called and said they had the wrong address and it came back. The booth is $150 and the paper work will be coming. We told WAVE this morning at the meeting they could share the booth at no charge if they will help work.

Norma asked for a motion to purchase supplies ($150) for National Night Out August 1, 2006 at Garvin Park.

Dave asked members to refer to copies in their packets for Norma Duckworth’s, Water Quality Specialist, report. Any questions or comments either call or e-mail Norma.

Dave tabled the NRCS Report.

The county employee time sheets were passed for review and board member signatures.

The July meeting was set for July18, 2006 at 7:00 p.m. in the Vanderburgh County SWCD conference room. The board meeting was moved up a week because of the Vanderburgh County Fair during the last week in July. She will put the date on the website, send a memo to all media and send a letter to the board meeting date database.

The meeting was adjourned at 8:45 p.m. with a motion from Wayne Fehd, seconded
by Lauren Preske and carried.
