SWCD Personnel: The minutes of the February meeting were mailed to each member prior to the meeting. A motion was made by Wayne Fehd to approve the minutes of the
February, Lauren Preske asked the board to refer to the February financial report. The
previous balance 02-01-07 $32,805.32 Receipts, $1,140.23, Debits $2,591.50 and

Wayne Fehd made a motion to approve the February claims, seconded by OLD BUSINESS:
Wayne Fehd made a motion to pay 50% up to $4,000 cap actual out of A tour for Congressman Brad Ellsworth will take place on Saturday, March 31st as a result of the region meeting at Annual Conference where it was decided for the South Southwest Region to host the tour. Congressman Ellsworth sits on the Ag Committee so the districts feel it is important for him to see what is going on in his neighborhood. District supervisors and Natural Resource Conservation Service (NRCS) staff will meet with Congressman Ellsworth and staff at the Dave Nurrenbern barn for a short power point presentation on what the districts and NRCS do and then board a bus for the tour of projects in the area. Norma Duckworth and Darrell Rice reported on the eight projects they have agreements on for the Lake and River Enhancement (LARE) Locust Creek Grant. There was a discussion about the decision earlier to cap the projects for this year at $6,000 and it was decided a letter should be sent to each participant stating this since it is not included on the state form. A certified return receipt letter will be sent. Norma will talk to Doug Nusbaum (LARE) concerning the situation. Chairman Lauren Preske reported on the Big Creep Steering Committee meeting that was held on March 26th at the First Christian Church in Wadesville. Watershed Coordinator, Blair Borries gave a short slideshow about stakeholders and the steering committee. He asked individuals who would like to become part of the steering committee to stand and tell the group their name. John Bittner was elected Chairman and Jim Droege, recorder. Blair then presented a slideshow including results from the recent round of monitoring. Chris Lee, NRCS facilitated a discussion of concerns expressed by the group of 16 stakeholders. The next meeting will be held April 16th, 7:30 p.m., First Christian Church in Wadesville (7226 Highway 66). The minutes and list of concerns were included in the supervisors’ packets. Bonnie announced Blair said anyone interested in joining the steering committee would be welcome. Bonnie reported she talked to Holly McCutchan who said she met with Andrew Coil and Chaz Moore about the Link Group doing another segment on the Vanderburgh County SWCD. Chaz said they have already booked for the year. Chairman Preske reported Vanderburgh County SWCD and Sustainable Communities are partnering on a winter workshop for developers, contractors, engineers, builders, etc. We are still brainstorming what groups to get on board, the date, agenda, etc. There will be a conference call on March 29th at 10:00 a.m. which will include the Vanderburgh SWCD staff, Darrell Rice, Lauren Preske, Bob McCormick, and Bonny Elfritz & Jill Hoffman. Lauren went over the Vanderburgh Co. SWCD Business Plan Priority Actions for 2007. She asked Bonnie to make contact with Dwayne Caldwell (Health Department) again to see if he would like to put another article in the newsletter or if there are any other projects we could partner with them on. She also asked for a link on our website to the Health Department. Preservation/Creation Natural Areas Committee – Lauren Preske, Chairperson Farmland Preservation Committee – Wayne Fehd, Chairperson Legislative Committee – John Hahn, Chairperson Finance Committee, Holly McCutchan, Chairperson Fred Padget and Wayne Fehd have finished the 2006 audit of the district books. They both agreed everything is in order. They signed the Financial Form to be sent to the state. District Operation Committee – Wayne Fehd, Chairperson Lauren asked members to refer to copies in their packets for the results of the District Visits committee meeting. Supervisors need to spend more time on the Business Plan at board meetings. Lauren asked Bonnie to put Reorganization of District Committees on the April agenda. The committee requested name badges and business cards for supervisors and staff. Bonnie will contact associates to see if they want them. Bonnie presented a report on the cost of name badges. Maurice Berendes made a motion for Bonnie to order name badges for Lauren said the committee requested a supervisor attend a County Commissioners meeting each month. Bonnie enclosed a copy in your packet of a list of all the County Commissioners’ & County Council meeting for 2007 with a line for supervisors to sign on. She asked members to check their schedules and sign up for the meetings they can attend. Supervisors requested Bonnie find out when the drainage board meets. The committee also said next year the district needs to get a locally led group together to give the district input so they can formulate a new Business Plan. Our current Business Plan was for 2004-2009. New office space was discussed if and when this building sells. NEW BUSINESS: Darrell announced they will be doing a Tillage Transect in Vanderburgh County this year. They are planning to do it in late May or early June before the crops are too tall. Darrel Rice, District Conservationist, Dave Sturgell, Farm Service Agency, Ken Eck, District Support Specialist will conduct the transect. Lauren Preske expressed an interest in going if her schedule permitted. Preservation/Creation Natural Areas Committee – Lauren Preske, Chairperson Farmland Preservation Committee – Wayne Fehd, Chairperson Brownfield and Urban Land Use Committee – Phil Hoy, Chairperson Darrell briefed the board on current issues with NRCS. Legislative Committee – John Hahn, Chairperson Finance Committee – Holly McCutchan, Chairperson District Operations Committee – Wayne Fehd, Chairperson Norma Duckworth, Water Quality Specialist, passed copies of her weekly report. She thanked the board for sending her to the "Keep It Clean" workshop in Hamilton County. She reported John South is more than willing to work with us anyway he can on our up coming workshop we are planning for winter of 2008. She is planning a River Watch Workshop for the Big Creek Steering Committee, Earth Day with Bristol Meyers at Evans School, Earth Day at Howell Wetland. She is working on putting together a Pigeon Highland Steering Committee to write a watershed plan which will enable the district to apply for grants in the watershed. She is attending the Master Naturalist at Wesselman Woods. Rule 5 is still in transition in the city; they have a draft plan and hired Karen Barnhill. Karen called asking Norma to accompany her to some sites. Norma suggested she schedule April 11th to accompany Ronnie Boehm (IDEM) and herself to sites. Norma asked the board to hire an intern to help her get the filing in order and a college student to put together some lesson plans for education. County employee time sheets were passed for review and signature. The April Board Meeting was set for April 25 2007at 7:00 p.m., in the Vanderburgh County SWCD conference room. The meeting was adjourned at 10:30 p.m.
