Holly McCutchan made a motion to approve the August claims, seconded by After introductions Chairman Dave Ellison asked Jane Rexing to give her
presentation to board and staff. Ms. Rexing past handouts to supervisors and
staff which included a concept sketch of the South West Indiana Master Gardner
Association (SWIMGA) Gardens & Learning Center on the State Hospital grounds in
Evansville, IN. The rain garden is a 55x30 ft area in Phase I of the plan and is
located in the North East corner. The master gardeners will do educational
presentations from the gardens; it will be open to the public at all times and
will have a plant holding area for their plant sale. Norma is invited to have
handouts at their booth this fall on rain gardens. Bonnie asked Ms. Rexing to
consider having a display at Annual Meeting. When they are ready for the SWCDs
help financially Ms. Rexing will come with a proposal. Natural Resource Committee – David Ellison, Chairperson The State Soil conservation Board was able to fund about $430,000 of the approximately $1.3 million in requests submitted in the fall 2006 round. Darrell reported on the district Tillage Meeting at our Tillage Plot. We were very pleased to have among our guests Commissioner Tom Shetler. Guest speakers at this year’s tour were Barry Fisher, a no-till specialist with the Indiana Natural Resources Conservation Service (NRCS) and Phil Needham from Ag Technologies. There were some very good questions for the speakers and everyone enjoyed the meal. Nick Fellows, Soil Conservationist, reported the soil judging went well. Reitz, Gibson Southern and Mount Vernon participated with Gibson Southern winning. BUSINESS PLAN ACTIONS FOR 2006 Farmland Preservation – Wayne Fehd, Chairperson Wayne Fehd reported he watched the Farmland Preservation Video and thinks it is appropriate for High School and maybe for middle school. Lauren Preske will view it next. Brown Field and Urban Land Use Committee – Les Nunn, Chairperson We have received no update on the progress of the Garbage Barge at this time. Legislative Committee – John Hahn, Chairperson Finance Committee – Holly McCutchan, Chairperson Bonnie reported the $92 for 300 imprinted pens she asked for in August was a call from National Pen’s new affiliate in the Philippines; according to the corporate headquarters here they are not suppose to call US customers. The representative here said she would give us 25% off an order of 100 pens at $147.00-$36.75 (25%) = $110.25 and we would get 100 additional pens free, plus shipping. Holly McCutchan made a motion to order the pens, Lauren Preske seconded After some discussion supervisors asked Bonnie to get a sample of the pen.
Holly McCutchan move to rescind the motion until they see a sample Bonnie reported she ordered 100 Rain Garden Manuals at $1.00 each and received Rain Garden Brochures which cost $1.00 each. Staff had discussed needing a brochure and now we have them. We still want to order the Manuals which are $3.60 apiece if you order 100 + 5.00 handling + $28.80 shipping for a total $393.80 After some discussion
Lauren Preske made a motion to order 100 Rain Garden Manuals, Lauren Preske requested $500 to put together a Water Quality Trunk for Howell Wetland to lend out to teachers. She will put on the trunk that it is sponsored by the Vanderburgh County SWCD for Water Quality. After some discussion
Holly McCutchan made a motion to sponsor a Water Quality Trunk District Operations Committee – Wayne Fehd, Chairperson NEW BUSINESS: We can cost share 85% on projects that are in 1 mile of Locust Creek and 65% beyond a mile. Darrell met with Mike Thomas and he has enough projects on the home farm for $44,000 and another $24,000 he would like to do. He has several questions for Doug Nusbaum. We are putting a small announcement in the October newsletter and plan to have a public meeting in the evening of December 5th and a morning meeting on December 5th with Doug Nusbaum presenting. Bonnie will be sending out letters to all landowner in the locust creek watershed and then possibly a post card reminder closer to the meeting as a reminder. A copy of the letter from Jim Ray, Chief, Lake and River Enhancement Section DNR was in each packet for supervisors. The letter announced the grant; its funds and that we should contact Doug Nusbaum with any questions Preservation/Creation Natural Areas Committee – Lauren Preske, Chairperson David Ellison asked member to refer to copies in their packets on the Four Rivers RC&D possibly forming a Forestry Committee meeting that will take place on Wednesday, November 8 from 10 a.m. to noon at Sugar Ridge. This is a come and see meeting to see if there is interest within the area in developing a forestry committee under the umbrella of Four River RC&D. The surrounding counties could work together to have field days, workshops together rather than independent of each other. Supervisors asked Bonnie to contact Shawn Dickerson and Tom Niksch to see if they would be interested in attending. Commissioner Musgrave e-mailed Bonnie asking her to let her know the outcome of the meeting. David Ellison asked members to refer to copies in their packets of the Developing Lands Workshop to be held on Wednesday, October 18, 2006 from 10 a.m. to 12:30 p.m. at the Zionsville Library in Zionsville, IN. After some discussion, board asked Bonnie to e-mail Fred Padget and see if he would be interested in attending. Farmland Preservation – Wayne Fehd, Chairperson Brown Field and Urban Land Use Committee – Les Nunn, Chairperson Legislative Committee – John Hahn, Chairperson Bonnie asked for an election committee; the chairman must be a supervisor and we need two committee members. Holly McCutchan’s position is up for election and she cannot run again because they sold their ground. The committee must find two people willing to run who own ten acres or more. Lauren Preske’s term is up but she is willing to serve another term. After some discussion Wayne Fehd said he would serve as chairman with Holly McCutchan and John Hahn as members. Dave asked for member to refer to copies in their packets of the Urban Conservation Issues & Resolutions that will be submitted by Marion County SWCD at Annual Conference business meeting. Finance Committee – Holly McCutchan, Chairperson Holly passed a copy of the Innovations in Reducing Non point Source Pollution Conference that will be held November 28-30th at the Radisson Hotel City Centre in Indianapolis. She asked if anyone was available to attend and stated Norma would like to go but at this time doesn’t know if her schedule will permit. Holly stated Bonnie would like to attend the Indiana District Employee Conference in Indianapolis on October 23-24, 2006.
Holly made a motion to send Bonnie to the IDEA Conference, seconded by District Operations Committee – Wayne Fehd, Chairperson Wayne tabled the Water Quality Specialist’s report until October. Darrell reported he is working on the Conservation Reserve Program (CRP) and the Environmental Quality Incentive Program (EQIP) which has another sign up starting October 1st. County Employee time sheets were passed for review and signature. The October meeting was set for October 25 2006 at 7:00 p.m. in the Vanderburgh County SWCD conference room. The meeting was adjourned at 9:30 p.m.
